Arabic Numbers and Jasper Reports

I am using Jasper Reports to make some reports which will contain Arabic numbers. I've made the locale of the report to be "ar" and the default locale for the application to be "ar" and still the numbers are printed in English even if the "Digit Substitution" at the "Regionals and Language Options" are set to "National" and the System Formats follow the "Arabic(Egypt)" formats...any help ?
